Russia’s four national projects - Modern Healthcare, Affordable Housing, Quality Education and Agricultural Development - as well as the Demographic Sustainability program, are all critical components of the country’s modernization efforts. These issues affect all Russians; they play a large role in determining the quality of life and the formation of “human capital” - an educated and healthy nation. The state of affairs in these areas plays a crucial role in determining society’s self-perception and the demographic well-being of the nation.
The main goal of the National Project for Quality Education is to provide all students with quality education regardless of where they live. Russia has a rich tradition in education and all of the components needed to make our educational system one of the best in the world. Initiatives to achieve this objective include consolidating Russia’s educational potential into “centers of excellence,” introducing new systems for rewarding teachers, more equitable financing of schools on a per capita basis, a regional system of quality evaluation of education, up-to-date knowledge and technology improvements, and steps to ensure greater public participation in education policy-making.
Relatively few Russians can afford to buy their own homes, and housing prices are rising rapidly. What’s more, much of the existing residential housing stock is still substandard Soviet-era construction. The National Project for Affordable Housing has two goals: firstly, to promote market measures, such as developing the mortgage lending industry, to make apartment and home ownership more possible and affordable; and, secondly, to provide direct support to certain population groups, including veterans and the disabled, so that they can buy and maintain their own homes.
Agriculture is a mainstay of Russia’s economy and way of life. The objective of the National Project on Efficient Agriculture is to build Russia’s agricultural sector on the basis of more economically and environmentally sustainable businesses. Business loans and affordable leasing terms for equipment will be made available to Russian farmers, and technical support and living assistance will be provided to young families to start new agribusinesses.
Russia’s healthcare system is in need of a major overhaul. Within the framework of this national project, a major emphasis is being placed on wellness, preventive care and reducing chronic disease rates. Vaccinations and preventive care along with state-of-the-art medical equipment and diagnostic tools are priorities of the National Project for Modern Healthcare.
A more efficient social policy will help to resolve Russia’s demographic crisis and lead to longer, healthier and more fulfilling lives for Russian citizens. The goal is to reduce death rates by 1.5 times and raise average life expectancy to 75 years by 2020.
